"C+, But Showing Improvement"

That appears to be David Ignatius's grade for the reconstruction effort in Iraq. As I want a successful reconstruction, I take heart from the "showing improvement" finding while agreeing with Ignatius that the counterinsurgency methods being used now should have been used from the beginning. His article is too important and too informative to have a mere excerpt do it justice. So go ahead and read it all.
