And it's not even a "cut." Don't get me wrong; I prefer this kind of news to the news of fiscal profligacy that we have been used to. But the fact that a halt in increases is viewed as a cut and that the underlying story is written in a "Meteor About To Strike: Women And Children To Be Hit The Hardest" kind of way shows just far we have to go before public opinion finally learns to countenance fiscal responsibility of any kind.
