Couldn't this headline have been used for a story on any day within the last three weeks or so?
It has the advantage of being factually accurate, and neutral in tone. But it is a little boring, and doesn't get to the heart of the matter as well as something a little less routine like, say, "Presidential 'Look at Me!' Gulf Coast Tour Continues" or "Bush to Conserve Energy, Shorten Motorcades."
