My latest article advocates the implementation of a carbon tax that is explicitly tied to actual global warming levels--with a futures market to boot. It is, I believe, the best free-market way out there to head off either an onerous carbon tax that is applied in haphazard fashion or a failed cap-and-trade scheme. And we need not even discuss the disaster that are carbon offsets, which just don't work.

This isn't exactly what one would call "front page news," but the White House is engaged in a serious push to have the Senate ratify the long dormant Law of the Sea Treaty.

Let us bear in mind that the energy bill passed the Senate last week with an exceedingly objectionable anti-"price gouging" section in the legislation. This is bad policy founded on a bad understanding of economics. Here is my argument as to why.

When it comes to the ethics charges World Bank President Paul Wolfowitz is accused of, I am certainly in favor of letting the chips fall where they may. But to think that an ethics issue over a pay raise for Wolfowitz's girlfriend is the only issue at play is to deny reality. Here is my argument as to why. Whatever the fate of Paul Wolfowitz, the Bank has serious problems that it must address. Sweeping those problems under the rug--the traditionally preferred Bank practice--will only cause the Bank's credibility to deteriorate.

Nicolas Sarkozy is not the perfect candidate for the French Presidency. But he is better than his remaining foe and all of those who were eliminated in the April 22nd round of voting. And he could transform France for the better and pave the way for the kind of candidate people like me would consider a dream come true for France--and for anywhere else, for that matter.
